Alf S. Johansen is the general secretary of the IC Network. He was also the project manager of the PIPE and the Innovation Circle projects. He has higher education within planning and public administration and has worked with planning at the local and regional level in Norway and in several European countries. He was the chief planner i Spydeberg Municipality for 10 years and has also been executive director and a council member in Spydeberg. From January 2009 he is the regional coordinator of Indre østfold Regional Council, 10 municipalities cooperation within Østfold county in Norway.

Indre Kreivyte is working as the information manager of the IC Network. She is employed in the Baltic Innovation Group. She is also a student of management and business administration at the Vilnius University in Kaunas. She has been involved as a participant of the PIPE project through the Business Angel in Alytus and she was working as a project assistant during the IC project 2005 until 2007.
