Alf S. Johansen is the general secretary of the IC Network. He was also the project manager of the PIPE and the Innovation Circle projects. He has higher education within planning and public administration and has worked with planning at the local and regional level in Norway and in several European countries. He was the chief planner i Spydeberg Municipality for 10 years and has also been executive director and a council member in Spydeberg. From January 2009 he is the regional coordinator of Indre østfold Regional Council, 10 municipalities cooperation within Østfold county in Norway.
